In his report “In Larger Freedom: Towards Development, Security and Human Rights for All”, UN Secretary-General Kofi Annan has endorsed the definition of terrorism of the High Level Panel he had convened and called on the member states to agree on such a definition in a comprehensive convention on terrorism. He also stressed that respect for human rights must be a core part of any response to terrorism.
