The Working Paper and its Appendix were intended for the participants in the 1962 International Congress of Jurists, held in Rio de Janeiro (Petropolis), Brazil from 11 to 15 December 1962.
The Appendix contains the texts of final statements of previous ICJ Congresses: the Act of Athens (1955), the Declaration of Delhi (1959), the conclusions of the Delhi Congress, the Law of Lagos (1961) and the conclusions of the Lagos Congress.
It also includes the Questionnaire submitted to ICJ National sections and individual jurists, the conclusions of which were summarised in the Working paper for the Congress.
