Legal memorandum : ‘vocational training camps´ and applicable international standards

This legal memorandum, prepared by the International Commission of Jurists (ICJ), assesses the compatibility of ‘vocational training camps’ in the southern border provinces of Thailand (Yala, Pattani and Narathiwat) with rule of law principles and international human rights law and best practices around the world.

The ICJ is concerned that the use of ‘vocational training camps’ amounts to unlawful and arbitrary detention. The ICJ’s experience of other conflicts around the world suggests that arbitrary detention is likely to alienate local communities and increase perceptions of injustice; making the Government’s efforts to reduce violence and to build confidence in local communities more difficult in the long term.
