Both the upcoming Expert Seminar on Indicators and the 1993 World Conference on Human Rights could provide a venue for exploring in programmatic terms how most effectively to pursue the issue of violations of economic, social and cultural rights. It must be emphasized that approaching this issue from the angle of discrimination may serve as a useful starting point in attaining at least some degree of conceptual clarity concerning this type of violation. To apply discrimination-oriented criteria, however, it will be necessary to devote increased attention to areas of discriminatory behaviour generally ignored at the international level, in particular the grounds of social status, income level, medical status, age, property and sexual orientation.
