The Berlin Declaration on Upholding Human Rights and the Rule of Law in Combating Terrorism

On 28 August 2004, 160 lawyers from around the world, meeting at the ICJ biennial conference in Berlin, adopted a Declaration on Upholding Human Rights and the Rule of Law in Combating Terrorism.

The Declaration highlights the grave challenge to the rule of law brought about by excessive counter-terrorism measures, reaffirms the most fundamental human rights violated by those measures, and delineates methods of action for the worldwide ICJ network to address the challenge.
